The evidence comes from the PlayStation Store itself. The fan site GTAVice.net spotted unlock timestamps for the game's digital version across fifteen major regions, and the resulting schedule shows a wave that takes roughly nineteen hours to cross the planet (Gamereactor, IGN, Digital Foundry). Rockstar has not published an official unlock-time announcement, and the exact behaviour can still vary by platform, but the store data matches the pattern of the industry's biggest staggered launches.

New Zealand first, Central America last

As with most midnight launches, the wave starts on the left side of the international date line. Players in New Zealand get access at 11:00 UTC on November 18 — midnight on November 19 in Auckland — making them the first people on Earth to legally enter Vice City. Australia, Japan, India, mainland Europe and the UK follow as their own clocks tick past midnight.

At the tail of the wave sit Mexico, Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua, which unlock the game around 06:00 UTC on November 19, roughly nineteen hours after New Zealand (Digital Foundry). The United States is a special case: rather than separate midnight unlocks across its time zones, the whole country reportedly unlocks at midnight Eastern, which means West Coast players can start at 9 p.m. local time — an hour or two before their own midnight (Gamereactor).

France starts at the stroke of midnight

For French players, the countdown ends exactly at midnight on the night of November 18-19 (CET) — the game unlocks in the first seconds of November 19, Paris time, with no single worldwide moment to wait for. That is what the release times revealed on September 8 and widely relayed by specialist media confirm. Simply put: when the French clock hits midnight, Vice City opens.

Those who want to play even earlier can ride the New Zealand wave: when it is 1 p.m. in France on November 18, players in Auckland will already be in the game (midnight local on the 19th). The classic Xbox region-switch trick lets them join.

The New Zealand trick, Xbox edition

A head start of up to nineteen hours is a long time to wait while the first clips flood social media, so fans are already doing what they always do: planning to change their console's region. The trick is genuinely simple on Xbox Series X|S — you change the console's location to New Zealand in the settings, restart, and the store treats you as a Kiwi for unlock purposes (IGN).

PlayStation is a different story. Sony locks each account to a single region, so there is no region toggle to flip. Playing early on PS5 would require creating a completely separate PSN account registered in New Zealand and funding it with a New Zealand gift card — possible in theory, but cumbersome and not without risk (IGN). Eurogamer, which crunched the same store data, stresses that the unlock hour follows the region of the PlayStation Store account used for the pre-order — not the country where the player physically sits. Someone living in Canada who ordered on the UK store will unlock the game at the UK time, whatever time zone surrounds them. That regional logic extends to the code-in-box "physical" edition: multiple retailers warned as soon as pre-orders went live that the download codes inside are region-locked, and Rockstar had to clarify which countries were affected and which codes could only be redeemed in the country where they were bought.

The store data has limits worth knowing about. GTAVice reports that Bahrain, China, Kuwait, Lebanon, Oman and Qatar show no unlock timestamp on their PlayStation Store pages, while players in the Philippines, Russia, Serbia and Vietnam are redirected to other countries' stores entirely. On Xbox the picture stays simpler: the console lets anyone switch region and store from the system menu, and copies are not locked to any particular region — which is exactly why the New Zealand shortcut keeps looking so appealing as November 19 approaches.

One detail makes the regional question more relevant than usual: there are no GTA VI discs.
